Born in Mogadishu, Somalia, on July 1, 1946, Mohamed studied Mathematics in Switzerland, Economics in Somalia (under the tutelage of the University of Padua, Italy), Development Economics at the University of Naples in Italy, and pursued his doctoral studies in Development Studies at the University of Sussex in the United Kingdom.
He has taught economics at various national and international higher education institutions and has held senior consultant, managerial, and leadership positions, as well as numerous roles in cooperation and transnational development programs.
Samantar served as the Executive Director of SIDRA from 2020 to 2022.
